Many of these “Extended Producer Responsibility” (EPR) are drafted in a way that would restrict or interfere with the free flow of scrap tires to selected markets.

Establishing an extended producer responsibility (EPR) system in the U.S. would:

Create an additional level of management or oversight;
Add costs without any significant benefit;
Remove the retailer from direct negotiations with their suppliers; and
Replace an efficient well established free market-based system for with an unproven system

The free-market based system in place today has created a self-sustaining scrap tire recycling industry with a stable infrastructure that is vibrant and competitive. In related news, the management of scrap vehicle tires in CA is receiving scrutiny in a February 12, 2015 post on nbcsandiego.com by Wendy Fry titled ‘Money in California Tire Recycling Management Fund Isn’t Used for Recycling’ which reports the following: “Every time you buy a new tire, you pay a $1.75 fee into a state recycling fund, but NBC7 Investigates found tires are not recycled with the money. Many end up as hazardous waste in San Diego’s border region. Every year, as many as 4 million CA tires end up south of the border in Tijuana.” Cal-Recycle’s spokesman Mark Oldfield states that “We don’t actually engage in the recycling of tires. Private businesses do it.
