We discovered the Ohio EPA and Cuyahoga County Board of Health have no issues with Arco Recycling and have received no complaints. The city of East Cleveland says it doesn’t have an issue with the company either. Arco takes in construction debris to recycle.” Christina Baynon is apparently the owner of Arco and says the recyclables they take in are most debris from demolished houses.
