In an article posted in the July 14, 2015 edition of Cleveland.com composed by Maura Zurick titled ‘Parma garbage fee could offset end of lease with Republic Services’, the economics of trash and recycling in northeast Ohio is discussed as follows: “Parma is losing $700,000 next year, after a deal with its garbage hauler expires. That’s one reason Mayor DeGeeter is pushing to charge residents a trash fee. To balance this year’s $47 million budget, the city closed the 3 outdoor pools to save $200,000. Council also used up $775,000 from the 27th pay fund, which had funds set aside to pay employees an extra paycheck in 2019. The city also relied on using a one-time cash advance for Parma’s 4 cell phone towers to bring in an estimated $1.7 million.

A 25-year deal with Republic Services is ending, increasing the city’s annual costs by $700,000. Republic Services was leasing city property off 130th Street, while considering building a transfer station there, but never did. The lease is set to expire Feb. 1, 2016. Without that lease, the city has to start footing the bill for recycling pick up, $2.05 per house per month. Parma Service Director Brian Higgins says they’ve been paying by giving us a credit on our trash bill. In 2012, Parma joined Berea’s 5-year contract with Republic Services for refuse collection.

This year, Parma is paying a monthly fee of $5.60 per house for solid waste and a $2.05 per house for recyclables. For 2016, those prices jump slightly, with garbage going up to $5.75 and recyclables going to $2.10. The city is also charged $33.50 per ton to dispose of waste in the landfill. In 2014 Parma sent more than 26,000 tons to the landfill. There is no disposal fee for recyclables, and Parma residents recycled nearly 6,000 tons last year. The disposal fee increases annually and includes local, county, state & environmental fees. If the city didn’t switch from manual to automated-trash collection, this year’s costs would be even higher at $6.75 for trash and $2.60 for recyclables. Higgins said in 2010, before the city switched over only about 9 percent of waste was recycled, so the city was paying the much higher refuse costs. The city saved about $800,000 by making the switch in 2012 to automated-trash collection and increased its recycling rate to nearly 35% in 2014.

Neighboring Parma Heights charges residents, and the fee shows up property-tax bills. Olmsted Falls’ residents are also charged for trash disposal. In Medina, residents were recently charged an additional $2 for trash collection because of increasing fuel costs, bringing residents monthly charge up to $16.
